On 24 February 2024, Japan Advanced Semiconductor Manufacturing opened its first fab in Kikuyo, Kumamoto. The TSMC-controlled venture, backed by Sony Semiconductor Solutions, Denso, Toyota, and Japanese public support, represented Japan’s most concrete return to high-volume logic-chip manufacturing in decades.
The fab was designed for 12-, 16-, 22-, and 28-nanometer processes used in automotive, industrial, consumer, and image-sensor-related applications. These were not the world’s smallest geometries, but they were strategically useful nodes for products whose value depends on reliability, qualification, and assured supply rather than headline transistor density.
The good was speed and ecosystem effect. Construction began in 2022, the opening ceremony followed two years later, and mass production began in December 2024, while suppliers, universities, and local governments expanded training and infrastructure around a manufacturing anchor with global process discipline.
The bad is that “Japan’s comeback” can overstate what changed. JASM is majority-owned and technologically led by Taiwan’s TSMC, and substantial public subsidies helped make the investment attractive, so new capacity in Japan is not the same thing as restoring a wholly Japanese leading-edge champion.
Rapid growth also moved costs beyond the fab fence. Kumamoto authorities and residents have had to address traffic, housing pressure, labor competition, and groundwater monitoring, reminders that semiconductor security consumes land, utilities, public money, and community attention as well as silicon wafers.
Still, foreign ownership does not make the capability unreal. Japanese workers are operating the factory, domestic customers gain a nearby qualified source, and the regional supplier network can learn from production at scale; the honest distinction is between rebuilding an ecosystem at home and reclaiming every layer of control.
