In 1983, Canon opened its Utsunomiya Optical Products Plant to manufacture mask aligners and related equipment. The site gave a camera company a dedicated factory for machines that use light not to record an image, but to reproduce a circuit pattern on a semiconductor wafer.
Canon had been moving in this direction for years. It developed projection lenses for semiconductor production, entered commercial lithography equipment, added laser-based automatic alignment, and announced its first stepper in the same year the Utsunomiya plant opened. The FPA-1500FA then reached the market in 1984.
The good result was a powerful transfer of capability. Lens design, precision mechanics, positioning, illumination, and image measurement all had roots in Canon’s optical business, yet could be recombined into production equipment for another industry. Japan gained a domestic lithography supplier instead of depending entirely on imported aligners.
The bad result was that this market punishes every missed technology transition. A lithography tool is a coupled system of optics, light source, stages, software, contamination control, and customer process support; excellence in camera lenses alone cannot guarantee leadership. Development costs rise before demand is proven, while a delayed generation can push customers toward a rival platform.
Canon remained a serious supplier and later found strength in mature-node semiconductor tools, display lithography, and nanoimprint development. But the history also shows why Japan’s broad optical competence did not produce permanent dominance at the most advanced nodes: the competitive unit became an entire ecosystem, not a lens.
For customers, domestic competition was still valuable even without permanent leadership. Multiple toolmakers created alternatives, engineering talent, and pressure on price and performance; losing the top position is not the same as losing the industrial capability.
This 2020 photograph shows the gate of the same Utsunomiya Optical Products Plant, viewed from the public road. Buildings and production lines have changed, but unlike many corporate-history pins, the location still performs the lithography role created for it in 1983.
