A [United Press International report published four days before the performance](https://www.upi.com/Archives/1996/10/28/Jackson-to-donate-to-right-wing-charity/1533846478800/) said Michael Jackson planned to direct almost 85 percent of the earnings from the Indian leg of his HIStory tour to a youth-employment charity associated with the local organizer. At Andheri Sports Complex, that charitable purpose mattered beyond the stage: it became part of the state’s justification for exempting the concert from entertainment duty.
The exemption did not settle when the show ended. A [PTI report relaying the Maharashtra Chief Minister’s Office](https://www.moneycontrol.com/news/india/after-24-years-raj-thackerays-michael-jackson-concert-gets-tax-waiver-6313891.html) says the disputed ₹3.36 crore was deposited in the court treasury after the Mumbai Grahak Panchayat challenged the waiver. In 2011, the Bombay High Court set the order aside for “non-application of mind” and returned it to the government. On January 6, 2021, the state cabinet upheld the waiver under Section 6(3) of the Maharashtra Entertainment Duty Act, allowing the event company to reclaim the ticket-sale money. One night’s tax classification had therefore kept part of its box office administratively suspended for twenty-four years.
The classification itself shifted under scrutiny. [The Indian Express reported in 2016](https://indianexpress.com/article/cities/mumbai/ghost-of-1996-michael-jackson-concert-returns-to-haunt-govt-ahead-of-coldplay-gig-3071489/) that the 1996 government had treated the pop event as a “classical” show when granting the waiver; [Scroll’s account of the 2021 decision](https://scroll.in/latest/983390/maharashtra-upholds-tax-waiver-to-michael-jacksons-1996-concert-in-mumbai) says the later review treated pop as a form of beat music qualifying under the rules and relied on the state’s special-order power. The case shows how a stadium concert could become a long-running argument about what kind of culture the tax law recognized.
**Date note.** The queue, the 2021 CMO account, and [music journalist Narendra Kusnur’s firsthand recollection of covering the preparations and performance](https://narenmusicnotes.wordpress.com/2014/06/26/on-the-michael-jackson-beat/) place the concert on November 1, 1996. The 2016 Indian Express retrospective gives October 30, the date Kusnur identifies as Jackson’s Mumbai arrival. This memory uses November 1 and records the conflict rather than treating the retrospective date as settled.
**Coordinate method.** The pin at 19.129389, 72.835306 uses the [Wikidata point for Andheri Sports Complex](https://www.wikidata.org/wiki/Q4754330), independently checked against the stadium footprint on [OpenStreetMap](https://www.openstreetmap.org/#map=18/19.129389/72.835306). The honest precision radius is ±200 metres: the pin represents the stadium area within the multi-facility complex, not an undocumented 1996 stage, gate, or tax-collection point. The football venue inside the complex is now generally known as Mumbai Football Arena.
