Biography|Joyce Msuya — The First World Bank Floor in Songdo

On 22 April 2014 The Korea Times reported that the Ministry of Strategy and Finance had named Joyce Msuya chief of the World Bank's first Korea office.

She would take the post in Songdo from August.

The office itself had opened on 4 December 2013 in the Incheon Free Economic Zone.

A World Bank directory updated 11 September 2015 lists her at the 37th floor of POSCO E&C Tower 2, 241 Incheon tower-daero, Yeonsu-gu, Incheon.

Those coordinates sit on that tower, not on the taller Posco Tower-Songdo across Central Park.

She came from the Bank's Beijing institute post as East Asia and Pacific regional coordinator.

Korea Times noted the 1968 birth year in the same announcement.

UNEP's later official biography calls her the inaugural special representative and head of the World Bank Group office in the Republic of Korea, from 2014 to 2017.

On 4 December 2014 she opened the office's first-anniversary reception in Songdo.

The Bank's own feature story dated 12 December records the date and the room.

Songdo in 2014 was still a construction skyline of landfill and glass.

The job was to plant a knowledge-sharing desk in a donor country that had itself been a Bank client.

She left Incheon for a Washington advisory post with the East Asia and Pacific vice president, then for Nairobi.

The tower later passed into other private hands.

The address on the 2015 directory is the one that can still be walked.
