Round Rock is a suburb north of Austin whose finances have been shaped for three decades by a question most cities never have to ask: where, legally, does a mail-order sale happen?
The City of Round Rock signed an economic development agreement with Dell on 26 August 1993, which the city describes as the first Chapter 380 programme agreement in Texas.
Dell moved its world headquarters here the following year, onto 360 acres it owned, and the first office building on the site was finished in August 1994.
By the time the company filed its annual report for fiscal 1997, the address at the top of it was One Dell Way, Round Rock, Texas 78682.
The arithmetic underneath the deal is the interesting part.
A company that sells direct receives its orders at its own premises, so the local share of sales tax on those orders is collected where the company sits rather than spread across the dealers who would otherwise have made the sale.
The city rebates a share back to Dell and keeps the rest, and by the city's own count it has retained more than $429 million in sales tax revenue from Dell sales since 1993, with the State of Texas collecting more than $2 billion.
Round Rock understood the exposure that creates. Council policy requires that any net Dell sales tax above 15 percent of budgeted general fund revenue be diverted into a one-off capital fund rather than spent on services, so that the operating budget does not come to depend on a single taxpayer.
The exposure is not theoretical.
When the Texas comptroller proposed in 2019 to reallocate sales tax on internet orders to the buyer's city rather than the seller's, Round Rock officials told a legislative hearing the change would take tens of millions a year out of the city and sued the state over it.
In April 2024 the council extended the 1993 agreement's end date from 2053 to 2099.
The campus is working corporate ground rather than a visitor site, so the honest pin is the building carrying the One Dell Way address; the cover photograph shows one of the campus blocks with the company's logo across its glass.
