The Yellow Sea here is not a backdrop. It is the reason the island exists in the story.
In 1330 the historical Toghon Temür was sent to Daecheongdo, a 12-square-kilometre rock in Ongjin County, nineteen kilometres from the North Korean coast. Empress Ki put that exile on the sand. Early in the series Ha Ji-won and Ji Chang-wook race horses down the shore. He jumps to her saddle. Both of them go into the water.
A December 2013 location note named Daecheongdo while those episodes were still airing. Ferries still leave Incheon for the island. Jiduri Beach is public. The Northern Limit Line sits just beyond the horizon.
You do not get a palace. You get wind, camellias at the northern edge of their range, and a strip of sand that once held an emperor who had nowhere else to stand. The series used that fact. The island did not have to invent it.
