People remember the title and forget the room.
The vote was taken on the morning of 23 October 2014 in plenary at BEXCO, the Busan Exhibition and Convention Center in Haeundae.
ITU's 19th Plenipotentiary Conference ran there from 20 October to 7 November, hosted by Korea's Ministry of Science, ICT and Future Planning.
Zhao, then Deputy Secretary-General, stood unopposed for Secretary-General.
The Union's election-day release recorded 152 votes from 156 ballot papers deposited.
He was to take office on 1 January 2015 for four years, with one possible re-election.
Xinhua and the Union's own press office both marked the first Chinese secretary-general in the agency's then 150-year history.
People's Daily added the wider UN count: the third Chinese national to head a specialized agency, after Margaret Chan at WHO and Li Yong at UNIDO.
On 1 November 2018, at the 20th Plenipotentiary Conference in Dubai, member states re-elected him.
The second term ran from 1 January 2019 to 31 December 2022.
Doreen Bogdan-Martin succeeded him on 1 January 2023.
BEXCO still stands at 55 APEC-ro, a public convention building with a large auditorium added in 2012.
The election hall is not an office he occupies today.
The moment that changed the nameplate on the Geneva tower happened beside the sea in Busan, in a hall built for trade fairs and plenaries.
He had already spent eight years as Deputy Secretary-General and eight years before that as elected Director of the Telecommunication Standardization Bureau.
The Busan ballot did not invent the career.
It put a new title on a staff file that had begun in the same Union in 1986.
