In November 1988, at Carnegie Mellon University’s Software Engineering Institute (SEI) in Pittsburgh, a new organization began taking shape around a problem the young Internet had just made impossible to ignore: how should far-flung network operators coordinate when malicious code crossed institutional boundaries?
The trigger was the Morris Worm, released on 2 November 1988, whose self-propagation overloaded many connected Unix systems and turned a collection of local technical failures into a network-wide emergency.
The [SEI’s institutional history](https://www.sei.cmu.edu/history-of-innovation/fostering-growth-in-professional-cyber-incident-management/) records that, after the disruption, the Defense Advanced Research Projects Agency asked the institute to establish a computer emergency response team; that team became the CERT Coordination Center, usually written CERT/CC.
Its importance was organizational as much as technical: instead of expecting each affected site to interpret an incident alone, CERT/CC offered a trusted coordination point that could receive reports, compare what different operators were seeing, communicate across organizational boundaries, and help distribute reliable response information without publishing credentials or operational secrets.
The [CERT Division’s own history](https://www.sei.cmu.edu/divisions/cert/) identifies Richard Pethia as the founding director from 1988 and describes how the original incident-response group later expanded into vulnerability analysis, secure coding, network situational awareness, resilience, forensics, and other cybersecurity work.
An independent [1997 Wired report](https://www.wired.com/1997/01/emergency-dream-job-protect-the-net) found the response team operating inside Carnegie Mellon’s Software Engineering Institute in Pittsburgh, where staff handled urgent incident calls while also working on longer-term practices for preventing recurrence.
The exact room or administrative moment in which CERT/CC was constituted is not identified in the public record used here, so this pin marks the SEI’s documented institutional home at 4500 Fifth Avenue—not the place where the worm was released and not a claim that affected computers were located in this building.
The [SEI lists 4500 Fifth Avenue as its main office](https://www.sei.cmu.edu/divisions/cert/), while [OpenStreetMap](https://www.openstreetmap.org/way/28727096) independently locates that address; the photographed entrance is a later view, taken in 2010, of the institution that continues the CERT/CC lineage.
What changed in November 1988 was not the invention of network security, but the durable recognition that serious computer incidents required a standing, trusted coordination function—an idea that helped shape the wider international family of computer security incident response teams, or CSIRTs.
