Landmark History | Marina Bay Sands — The 2010 Opening That Made the Integrated-Resort Policy Visible

On 23 June 2010, climbers moved up the glass face of Marina Bay Sands while invited guests gathered below for the resort’s official-opening program, turning three already unmistakable hotel towers and their rooftop SkyPark into the stage for a public launch rather than merely its backdrop.

The opening was the physical result of a policy reversal announced in Parliament five years earlier, when Singapore’s government decided to license two “integrated resorts” containing casinos after prolonged public argument over gambling, tourism, and social harm; the package included local entry levies, exclusion measures, advertising limits, and casino regulation, so Marina Bay Sands was never simply a privately conceived hotel placed on an empty waterfront.

Las Vegas Sands won the Marina Bay competition in May 2006 under criteria that weighted tourism appeal and architectural design alongside investment and operating experience, then developed the reclaimed waterfront site with Safdie Architects, executive architect Aedas, engineering teams led by Arup and other consultants, landscape designers, contractors, and a large construction workforce.

Their most legible physical response joined three curved 55-storey hotel towers with a 1.2-hectare roof garden, while convention halls, retail, theatres, casino spaces, an outdoor event plaza, and the later ArtScience Museum were linked through pedestrian routes above and below ground; the complex made the state’s “integrated resort” formula visible as one connected district rather than a casino hidden inside a conventional hotel.

The date needs care because Marina Bay Sands opened in stages: a preview opening on 27 April 2010 admitted guests to part of the hotel, convention centre, shops, casino, and event plaza; the 23–24 June program officially opened the resort and SkyPark; theatres followed later in 2010, and the ArtScience Museum opened in February 2011, so the June ceremony did not mark completion of every component shown in later photographs.

What changed at Bayfront Avenue was therefore both architectural and civic: a previously debated gambling-and-tourism policy acquired a permanent place on Singapore’s planned downtown waterfront, with commercial interiors and controlled attractions alongside publicly connected promenades and transport links. The original three-tower ensemble remains in operation at 10 Bayfront Avenue, but access varies by component, and later additions should not be mistaken for fabric that was open in June 2010.
