吉星文 was buried here on 27 August 1958, four days after the shelling at 翠谷 that killed him, and 趙家驤 and 章傑 were brought over from 太武山 as well. The plaque at the gate says so. It also says, in gold on black under the county magistrate's signature and the date January 2002, that 澎湖防衛司令部 assigned 吉星文 to supervise the cemetery's construction in 民國四十三年, 1954.
That does not work. 澎湖知識服務平台, the county's own knowledge platform, checked it against 《吉星文先生日記》: he was appointed deputy commander at 澎湖防衛司令部 on 17 January 1955 and did not reach 馬公 to take up the post until 7 April. In October of that year he called on the county magistrate 李玉林 to discuss a military cemetery, and they agreed the county would plan and build it with engineer support from the garrison.
The official record does not agree with itself either. 澎湖縣政府's civil affairs page gives 1953; 國防部後備指揮部, 《湖西鄉志》 and the 2002 stele give 1954. All of them have him supervising the work. What the diary supports is an officer who arrived afterwards and helped arrange it.
None of this is a scandal. It is what a founding story does over fifty years on a site that keeps being rebuilt: reconstruction began in September 1986, the new hall opened on 27 October 1989, the original name 軍人公墓 gave way to 忠靈祠, and burial gave way to an ossuary. 吉星文 was himself moved out to the 國軍示範公墓 near Taipei in the 1980s. The gate still carries the cemetery's name, and on the same ground now stands a separate memorial, put up in 2023, to those killed when China Airlines Flight 611 broke up over 澎湖 in 2002.
