Computing History | Monte Carlo Resort — DEF CON Launched Capture the Flag

On July 26, 1996, DEF CON 4 opened at the newly built Monte Carlo Resort and Casino on the Las Vegas Strip. During the three-day gathering, DEF CON added the first edition of its Capture the Flag contest, turning the practice of testing computer security into a scored public event.

The surviving [DEF CON CTF history worksheet](https://docs.google.com/spreadsheets/d/1xy_Yak_rbYO1g0di54bNrHD3uoK0F6insWAOPgFvM08/htmlview) lists 1996 as CTF number one, organized by the conference's Goons at the Monte Carlo. Its brief record says that only a few servers were provided, judges decided when a system had been compromised, and points were awarded; AJ Reznor is recorded as the winner.

This was not yet the standardized attack-and-defense arena that later teams would recognize. Instead, the format made security knowledge observable: participants demonstrated control of deliberately exposed systems, while human judges converted those demonstrations into a contest result.

The experiment proved durable. [WIRED's retrospective](https://www.wired.com/gallery/defcon-20/) later described Capture the Flag as DEF CON's core contest, with teams competing to take control of networked machines while resisting rivals, and the [European Union Agency for Cybersecurity](https://www.enisa.europa.eu/publications/ctf-events) now treats CTFs as a global family of exercises used to build and assess practical cybersecurity skills.

An independent [conference archive](https://infocondb.org/con/def-con/def-con-4/) fixes DEF CON 4 at the Monte Carlo from July 26 through July 28, 1996. The venue matters: the contest began inside a commercial resort that had opened only five weeks earlier, placing an improvised security game amid the ordinary conference rooms and casino traffic of the Strip rather than inside a laboratory or government facility.

The [Monte Carlo was renovated and renamed Park MGM](https://commons.wikimedia.org/wiki/Category:Park_MGM) in 2018, but the hotel tower remains on the same site at 3770 South Las Vegas Boulevard. The building therefore anchors a shift in cybersecurity culture: a loosely judged contest at one hacker convention became part of a worldwide educational and competitive practice.
